Mr. Bloor, a Stoke-on-Trent resident, faced significant planning issues due to a previous, unauthorised development. Despite obtaining initial planning permission, he encountered problems when trying to comply with mortgage and finance requirements; as they wanted proof that all planning conditions had been discharged.
Upon investigation, it was discovered that crucial pre-commencement conditions had never been addressed, rendering the original permission invalid. This led to enforcement action against Mr. Bloor.
